WASHINGTON—U.S. trade officials on Thursday acknowledged steps by China’s Alibaba Group Holding Ltd. to curb the sale of counterfeit goods on its Taobao.com platform but left the e-commerce site on its list of “notorious markets” that allegedly facilitate or don’t do enough to prevent intellectual-property violations.
