An investigation has found Tolko Forest Industries not to be responsible for the landslides, but that the company could have done more to mitigate it.

“independent watchdog”, lol. That’s like a fox investigating a crime scene at a henhouse.

So it's a policy failure, then?

How much input into the rules do forest companies have? Obviously it's in their interest to make regulations as lax as possible. Then when something goes wrong the firms can state' 'We followed the rules!'
