Their regulatory and marketing practices allowed millions of pills to slip into illegal markets and encouraged physicians to prescribe the painkillers in mass quantities, according to plaintiffs. Meanwhile, people developed substance use disorders by the millions and overdosed by the hundreds of thousands.
