A carbon tax will not 'pay for' an infrastructure plan or anything else! A carbon tax discourages carbon consumption, which is the point of a carbon tax. The ideal carbon tax would collect zero money.

I know, Congressional Appropriation and Authorization. The same way everything else the US Government spends is 'paid for'.

Bleeping idiots. Passing costs to consumers with inflexible demand is a poison-pill. Just cut oil subsidies and heavily subsidize solar & wind. PULL that mammoth out of the tar pit.

Pretty sure that Congress authorizes the spending and Treasury cuts the checks. If you’d like a carbon tax also, thats fine. Send the money to states for their own climate projects
