Hyundai execs are reportedly 'agonizing' over whether to make Apple's electric car. Some are reluctant to become a contractor for the US tech giant.

I think, I can see the main reason, why Apple do that to Hyundai. Well, it's Apple anyway.

Pretty bad idea to let Apple claim the whole thing. Apple surely won't even have a function self-driving AI (because right now there's no Apple car on the road, ie no data collected so far) and they won't contribute anything of value to Hyundai. A deal with Apple would be unfair.
