Why was this law made in the first place? Wouldn't places like Google just not use these outlets going forward and then these outlets would suffer even more?

“Law *that the heritage minister says* will combat fake news…”is news. “Law to combat fake news…” is opinion and should be marked as such. Printing government press releases is not journalism.
