Idle speculation: (1) His hints about joining the board were a trial balloon, intended to determine whether he would have any influence, realized he would not so he decided against it. (2) Now he is free to buy unlimited Twitter stock immediately, no 90-day dead period.

Is he mad because he didn't have the power to make changes to Twitter?

My guess is that he wants more than 14.9% of the company which is the max he can get as a board member.

It is probably good, not bad. He would be restricted as to what he could do if he were on the Board.
