It's a $100 fee for use of the bike room that they built. I don't see how in any way that's a problem. Don't want to pay? Don't use the bike room, it's that simple. They're providing a space for people to store their bikes. A small payment for that service should be expected.

Check with your condo Unit Owner. Mgmt does not simply implement fees. There must be some protection. There is a committee or board meeting reference.
