Investigators were notified of the fraudulent statements – submitted via Monroy’s Broad Street Market email – by the market’s treasurer in March 2024. Police also said Monroy issued Broad Street Market checks to his sister and “Serve the City,” a Carlisle-based charity Monroy is involved with.
