Chief Magistrate Douglas Ogoti set bail for Rotich and his top administrator Kamau Thugge at 15 million shillings in cash or the option of a bond worth 50 million shillings. “Investigations established that government officials flouted all procurement rules and abused their oath of office to ensure the scheme went through,” he said.
