Cyber attacks are dynamic and constantly changing. Legislation and regulation is slow and unefficient. The free market works best.

Is a hybrid option is off the table because humans prefer binary comparisons? IOW eliminate compromise solutions from the start? WTF? It's the same 'trick' being played on voters when the NRA claims 'It's either no gun laws or no more guns'. Just sayin'...
