If Canada had actually legalized cannabis there couldn’t be a “black market.” We predicted this would happen with overly regulated decriminalization instead of full legalization. And of course it did.
The market decides the price. Outside of a few things ( the military, healthcare ) you should let the people decide the price and vendor.
In Ontario, only online sales from the Ford dynasty are legal. An inept company taking weeks to fill orders. So yes. Until the convenience and price are matched, it's my guy.
