Builder fights city over 'sidewalks to nowhere'

On a stretch of Southern Avenue, sits a sidewalk. Building that little patch of concrete in that quiet residential neighborhood located behind a Walmart in Pine Forest cost about $4,200 — a cost that the builder, American Classic Homes, says is utterly unnecessary.

The developers of new residential neighborhoods have long had to include sidewalks on at least one side of the street. That requirement, however, wasn't applied to one-off construction of houses in existing neighborhoods that didn't already have the walkways. "They're utilizing the term 'development' as if we're developing the property," Briggs said."When we buy a piece of property, it's in a neighborhood that is already established."

Grandin was addressing the committee to discuss the bill that would make it clear that in-fill projects counted as development — and one that also codified a way around the requirement, in response to builder complaints, including from American Classic. But neither the fund nor deferral is tenable, Briggs said: The fund charges at least $7.50 per square foot, far above the $3.50 per square foot actual construction costs.
