The proposal was raised during Marcos' meeting with the Private Sector Advisory Council on Tuesday where unused lands owned by state universities and colleges were being considered to be used for seedling production.Pampanga, known as the culinary capital of the Philippines, will benefit from the initiative, according to Marcos.
