The discovery of 39 bodies in a container in Essex this week is a stark reminder of the human cost of the well-organised, multinational criminal networks which peddle hope to desperate people.

"They have agents in different countries, they have agents in China, they have agents in sub-Saharan Africa, they'd have agents in Afghanistan and the Indian subcontinent," Mr Wood said.

"These vulnerable migrants there, there are some who sell all their family assets to get a young male normally to come to the UK, believe that that young male can come here, earn good money, send money home and other members of the family can subsequently follow." Ahmad Al-Rashid, a Syrian refugee who documented his journey to the UK in the back of a truck, said the fear and desperation inside the container was eclipsed only by the need for air.
