Councilmembers cited "equity issues" in the selection process of these construction companies, with Councilperson Lamont Jones saying the selection would create an uneven playing field amongst similar businesses. Councilperson Bowers stated that how these companies are chosen should be a better reflection of the diversity of Harrisburg City. Councilperson Bowers also stated that several instances of miscommunication between the proposers and the council also led to their ultimate rejection.

The proposers claimed that without choosing the most qualified entity possible for the rebuild, the city could be more subject to liabilities and misappropriation of funds. The council's 5-2 rejection was sternly opposed by Mayor Wanda R.D. Williams who released a statement calling the council's decision "careless" and "reckless."
