'Business as usual' will require legal measures, people are entitled to refuse vaccination and are entitled to medical confidentiality on that refusal, so there needs to be law to that ends: unvaxxed should sign a waver to cover personal risk. A citizen is entitled to two layers of confidentiality here, medical confidentiality, meaning no one is entitled to know they aren't vaccinate, and the second layer is attorney/client privilege, their waver is also sealed. A health chief has their duty to the public health, but that doesn't overrule law.
