that the banking industry has strongly opposed any new regulations that would increase the liability of banks to reimburse customers for scam losses or implement new tools to flag payments to potential scammers.

“It’s a very noisy topic from a number of angles,” the official says. “This interim position may ultimately need to come down to a matter of deciding who is at most risk – banks or consumers. And we think for now it has to be the latter.”
