The lawsuit comes several months after a group of business and property owners filed a suit against the city for lack of action in this part of Phoenix.

The lawsuit claims that the city of Phoenix has responded to thein the Valley through Phoenix Police Department"raids," called"clean sweeps," which it alleges have criminalized homelessness for people living in an encampment west of downtown Phoenix.

As of Friday morning, the city of Phoenix said it had not been served the lawsuit but said that it cannot speak to specific claims. A spokesperson pointed to efforts the city has made in addressing homelessness, including dedicating about $50 million for shelters, affordable housing and mental health services; developing a strategy to address homelessness; and approving $70.5 million in affordable housing and homelessness programs using American Rescue Plan Act funds.

In August, a group of more than a dozen business owners and residents who work, live or own property between 7th and 15th avenuesThe business owners claim they have spent or lost thousands of dollars due to excess trash, human waste, drug use, property damage, death and violence in and around their downtown area buildings.

The lawsuits come just months before the Super Bowl in 2023, which is expected to bring tens of thousands of guests, media and businesses to the Valley, including downtown Phoenix.some of the largest and most well-attended events leading up to the Super Bowl
