Another $858 million in emergency funding for SBA’s disaster loan program to help support small businesses impacted by recent hurricanes and other natural disasters. The Business Roundtable largely applauded the passage of the omnibus legislation, while also stressing it was disappointed that some provisions were not included, including the restoration of the research and development expensing treatment.But it praised its various programs meant to spur business investment.

The omnibus included a series of tweaks to retirement programs as well, including requiring automatic enrollment employees in 401 plans at a rate of at least 3%, although businesses with fewer than 10 employees and businesses less than three years old are exempt. Part-time workers would also get access to 401 plans after two years of employment instead of three years. And businesses would get flexibility to contribute to a retirement plan on behalf of employees paying down their student debt.
