“The price Canadians pay for groceries has been rising fast,” the competition watchdog said in the report. “Factors such as higher input costs, Russia’s invasion of Ukraine, and supply chain disruptions have contributed to recent increases in the price of food. But we have also seen a longer-term trend that predates those events, of Canada’s largest grocers increasing the amount they make on food sales.
First launched by the bureau in October 2022, the study’s goal was to assess how Canada could promote greater competition in its grocery industry, in which five major players control 80 per cent of the market. It came amid concern overThe report’s overarching recommendation is that Canada’s grocery sector needs more competition.
In June, the committee recommended in a report that Ottawa implement a windfall tax on grocers if the Competition Bureau’s study found that grocers were generating excess profits on food items. The
