Hong Kong’s Western Harbour Tunnel Company says that its cameras had not been pointed at a truck that broke down on a motorway before it was hit by a double-decker bus on Monday, killing both drivers

and injuring 16 others.

In a response to media inquiries on Thursday, the company said the site of the crash was within an area covered by rotating cameras, which complete a scan of the site by swivelling 180 degrees.
