A Chorley bar and restaurant has failed in an attempt to block the conversion of a neighbouring property into bedsits.
He also claimed that “no improvement” had been specified to the windows and doors of the next door building, adding: “With my experience and expertise , I can assure you the noise transfer from the courtyard and from customers entering and exiting the bar late night…would create a category 1 hazard under the homes’ health safety rating system to the occupier of the proposed HMO.”
Papers presented to the meeting stated that the installation of a “stud wall” would ensure noise levels were kept within required limits.
