It's not just money and engineering that stand in the way of a wild plan to tow an iceberg to the Middle East for fresh water.

The UAE firm might not have to go as far south as Antarctica to find an iceberg.

But he believes the action of taking an iceberg could be a"matter of national significance" under the Australian Environment Protection and Biodiversity Conservation Act. That referral would go to the Department of Environment, he said, which"would likely require an environmental impact assessment and approval".It would extend to the entire 200 nautical mile"exclusive economic zone" around the islands.Although Heard Island is not formally part of Antarctica, it is still managed by the Government agency responsible for Antarctica, the Australian Antarctic Division .
