France’s heightened lockdown took effect Tuesday as its government and many others across Europe pledged billions of euros in immediate aid for businesses and employees hit by the coronavirus pandemic, which is slowing or shutting down swaths of the global economy.

The European moves came as coronavirus cases globally rose to more than 182,000 on Tuesday and the number of deaths hit 7,155, according to Johns Hopkins University.
