The largest project is the rebuilding of the electrical infrastructure. There is no good reason to utilize foreign contractors. PR is a part of the USA. Oh, you mean "non-PR contractors?" Simple explanation: PR doesn't have sufficiently qualified and equipped contractors.

I just returned from Puerto Rico. They still need our help. Random generators power street lights by the convention center. Wires hang and circuit boxes are destroyed in old San Juan. Cement poles housing wires are broken off like toothpicks. But still breath taking beauty there.
