While school districts can roll out their own connectivity initiatives, much of the heavy lifting will require federal subsidy programs

under the Coronavirus Aid, Relief, and Economic Security Act. The network will run on the publicly available CBRS spectrum, which Light Reading said has garnered interest from the Dallas Independent School District and University of Kentucky.

Arkansas purchased $10 million worth of hotspots from AT&T and T-Mobile to distribute to remote students across the state, Light Reading. The hotspots will be provided to students at no cost. Meanwhile, Arkansas will reportedly pay AT&T and T-Mobile $20 per month per hotspot device for unlimited data, in an agreement lasting two years.

While the CARES Act allocated $16.5 billion to be used for education connectivity initiatives, education advocacy groups including the American Federation of Teachers suggest this won't be nearly enough to effectively bridge the connectivity divide, the Center for American Progress.
