Trump claimed he's going to send $200 cards to millions of people in the mail weeks before the election — but it's not clear he can actually do it

Trump said on Thursday that seniors would receive $200 for prescription drugs in the mail in the coming weeks, a brazenly political effort to win over seniors before Election Day.It's not immediately clear Trump has the authority to pull it off, and a leading drug lobbying group said it had no idea about the administration's plan.
