Prime Minister tells COP26 conference that a process to lower emission by the energy sector will be led by Ottawa’s new Net-Zero Advisory Body

Prime Minister Justin Trudeau used the international stage on Monday to double down on a contentious campaign promise to impose greenhouse-gas emissions caps on Canada’s oil-and-gas industry.

The tricky balancing act that his government faces, between domestic interests and international expectations, is already evident at the UN conference, where U.S. President Joe Biden told leaders his country is “back at the table” after his predecessor, Donald Trump, pulled the country out of the Paris Agreement and rolled back pollution limits.

While Canadian fossil-fuel producers and their champions in the provincial governments of Alberta and Saskatchewan will push back against the plan to cap emissions, other countries are calling for Mr. Trudeau’s government to go further. There are also structural matters that remain unclear, such as whether the caps will be set on a sector-wide basis, or specifically assigned to each site or company.

The prime minister was referring to a recent agreement among most of the world’s countries to a new cross-border corporate tax regime that would set a near-global minimum rate of 15 per cent. The deal was supported by all G20 nations and all member countries of the Organization for Economic Cooperation and Development.
