We can't expect them to hire doctors in public hospitals, because ministers have never waited for hours to be attended by a doctor. They never dare set their foot in public hospitals.
Not so long ago they imported Doctors from Cuba payed them millions and did absolutely nothing. Today they don't have the money to pay home educated doctors.
We always have no budget for important things in SA, but have budget for grants.
