Competition among countries to attract investment is intense. Those with the most predictable processes, the greatest assurance of a clear outcome, the shortest timeline and the fewest regulatory hurdles and uncertainties have a major advantage. The longer the process takes or the more unpredictable it gets, the greater the concern about deal-completion risk.

Other examples of collateral investor chill include amendment proposals targeting innovation. Some are suggesting changes that would make it easier for the Bureau to seek to block the sale of new competitors to incumbents due to its conclusions on how the market will evolve and what role this new competitor might play in the market sometime in the future. Think about the digital economy.
