We should ban insurance all together it’s a scam

Awful..yes. But this is why you make sure insurance is in place.

People can not even rent a car now a days without it being stolen, and very little is being done by the car manufacturers. They can make it so you need a thumb print to start a car and put a GPS device in it just in case it is towed away/stolen. Governments are doing nothing.

Car rental companies should be ultimately responsible for the insurance on the vehicles and do their due diligence in confirming that they aren't renting to a risky driver.

Unfortunate, but it's in the fine print, and they even offer you a chance to pay for insurance, which isn't that much. If you lose it, you have to pay for it.
