According to Marcos, the said Philippines’ seafarer’s certificate was the focus of his discussion with EU President Ursula von der Leyen when he went to Brussels in December 2022.
“Dahil dito, ang panganib na mawawalan ng trabaho ang 50,000 nating seafarers ay ating napigilan,” he said. It can be recalled that in February 2022, the EU urged the Philippines to improve its efforts to comply with the Standards of Training, Certification, and Watchkeeping for Seafarers Convention. This translated into a threat to withdraw recognition of Filipino seafarers’ qualifications in EU flag-carrying vessels if it finds that the concerns it raised years ago remain unresolved.
According to the DOTr on Saturday more than 49,000 Filipino marine officers and their families stand to gain in the EU commission’s decision.
