Coun. Cathy Hinton, chair of the Art Acquisition committee, said a few words before the winners were announced. Mayor Bill Mills took to the podium after Hinton. Before announcing the winners, he provided guests with his philosophy on art. Mills first announced the winner of the all-other mediums category. Ursula Gulliver, with her rug-hooked depiction of the northern lights.
