Try to tell people that they cannot grow tomatoes, peas or cucumbers in their home garden. That is same reason that unregulated pot will always be out there. The government wants to tax pot and turn a profit. The black market charges market rates and no taxes.

Oregonian here: (non user) Just wouldn't be worth the risk and hassle to buy from some dude on the street. There are shops, the prices are advertised openly, you know what exactly you're getting, and importantly, you aren't going to jail or worse.

In WA state it already does. It’s so easy to afford cannabis here that the retailers lobbied to remove the excise tax savings that were granted to medical users because having to eat a 25% tax was destroying their profit margins.

Alcohol is technically not legal its under prohibition law. To this day. In Colorado the recreational weed is more legal then the alcohol sold in stores. Funny really..

If alchohol were only availible from dispensaries and the federal goverment made it hard for even those to operate, we would still have speakeasies. People still make their own liquor, even illegally, but there isn't a real black market for it anymore.

There are already huge billion dollar corporations like Monsanto and Bayer that are positioned to literally take over the growing and distribution, it will be federally legalized once their ducks are in a row so they can checkmate all the current smaller operations swiftly

Most people over here in Washington State that I know buy in shops, not dealers now — though they still exist and people use them. Most people (I know) like knowing what they’re buying and selection. I definitely think shops are easier.

Emerging markets need support to establish themselves. Lower taxes and other business incentives by state until they capture the market and trust of consumers. Then raise taxes and use revenue to regulate it properly
