Ukraine is increasingly targeting Russia's oil industry as its troops struggle to hold ground amid dwindling ammunition and military equipment.

“The more you can hit oil refineries, the harder it is for them to get fuel for the war machine,” said Ian Kelly, ambassador in residence at Northwestern University and a former State Department diplomat. “The Ukrainian people have endured these infrastructure strikes for two years and lived in darkness or in the cold, so this is a this is a morale-builder for the Ukrainians, and the other part of it is the Russians haven't really felt anything really economically or in terms of militarily.

Hesitation from the U.S. to support strikes within Russia is consistent with its approach on several military issues since the invasion started. American officials have been hesitant to send long-range missiles, more advanced fighter jets and tanks in various points of the war over concerns about Russian escalation only to ultimately provide them to Ukraine.
