Local government specialist, Dr Tim Maake says municipalities need to start employing qualified people. The South African Municipal Workers Union and the Independent Municipal and Allied Trade Union are insisting on an eight per cent salary increase and an improvement in some benefits.argues that some municipalities will be exempted from the increase after the National Treasury found that 86% of municipalities are in financial distress.Maake says local government must start operating like a business.
“You must first ask yourself the question ‘What value for money do I anticipate from this position that I have created and whoever comes into this position must be able to give me the return on investment so as to make sure that I make my customers happy at the same time. But that is not exactly what is happening and we’ve seen it in the collapse of the municipalities.”
He adds: “If in this position, we want the person who is a qualified engineer, surely it doesn’t help us to go and employ a person who is not as yet qualified. For obvious reasons that is going to create a problem for you to go and outsource the capacity so as to make sure that you complement that which you have and that becomes another cost.
