The resolutions need at least nine votes in favour of adoption and no vetoes from a member of the permanent five, most notably, in this instance, the United States . The draft also states that the Security Council rejected any effort to starve Palestinians and further demands the facilitation of rapid and unhindered entry of humanitarian assistance at scale throughout the Gaza Strip.

It demands that the parties fully comply with an earlier Council resolution endorsing a US-led ceasefire proposal that would have resulted in the release of all hostages in exchange for Palestinian prisoners; the return of Palestinians to their “homes”, now largely destroyed, and the eventual full withdrawal of Israeli forces from Gaza.

It requests a written assessment of implementation from the Secretary-General within three weeks of any adoption.
