Labor's spokeswoman for building reform, Yasmin Catley, said she believed the two bills would pass as all sides agreed that the industry needed a robust regulatory framework.
"I'm happy that we can achieve these significant changes that will make a difference," she said. "We need these changes – there is no doubt about it." The Design and Practitioners Bill will include Labor's proposed amendment requiring engineers across all sectors to be registered. The move was welcomed by Professionals Australia, which said the "earlier this reform can be put in place the better".Better Regulations Minister Kevin Anderson said passing the laws would ensure tough new standards for building work and immediate protection for owners.
Greens MP David Shoebridge, who chaired an inquiry into building standards, said it was likely that an acceptable compromise on the reforms would be reached."This legislative reform has been extraordinarily slow and it's required the crossbench and the Opposition to rewrite significant parts so it's functional," he said.
Karen Stiles, the executive officer of the non-profit Owners Corporation Network, said the shake-up of the industry will "provide a duty of care to apartment purchasers" and will assist thousands of people who are suffering with the defects.
