The report recommends some significant reforms in the current system, which provides business licences fairly quickly but takes an average of 8.2 months for anyone who needs a development or building permit beyond that.“Many businesses report having multiple points of contact with the city in order to gather information to make a business decision, only to find out that some important information was not provided,” said the report.
There are still many concerns that it will be hard to reform an entrenched system of complex procedures, inconsistent decisions, and a seeming indifference by staff to the financial costs they create for businesses. One who is not is Brendan Ladner, who runs a three-location chain of “healthy fast food” operations in the downtown called SMAK.
