Industry reps have been pushing the government to release a plan for reopening the border for months. Earlier this week, France also called for the Canadian government to allow French visitors, warning the relationship between the two countries could suffer otherwise. What do you expect. Liberal government is great on symbolic announcement but extremely weak on implementation

If it is unclear you can be sure it is NOT a reopening plan.
