The Black Business Council (BBC) has called for the fast-tracking of a bill aimed at giving preference to historically disadvantaged groups in state tenders.

Matabane said the Public Procurement Bill process had to be expedited so that the majority are not prejudiced.

“The bill aims to set aside a certain percentage of state procurement for each of the groups mentioned, for example 40% for women. The BBC will work with other progressive formations to monitor the environment to ensure that the spirit of economic transformation is fully implemented,” said Matabane.The matter began in 2018 in the Pretoria high court when lobby group Afribusiness challenged the regulations which became effective in April 2017.

“The ruling continues to perpetuate the continuing legacy of apartheid and exclusion of the majority from participating in the mainstream economy. The more the majority is excluded, they will remain poor and marginalised. “There will also be no sustainable peace if the majority is excluded. We need their involvement so that we can create jobs.”

Historically? Who gets the tenders as we speak? Get a tender, do no work, order the most expensive car, move to a gated area, take a shopping trip to Paris and deliver zero. Then comes task team to investigate with no results.

If the Bill will exclude the Black bourgeoisie that will be great. But if it will include the Black fat cats, their children and relatives, better stop that thing dead on its tracks. Black Billionaires can't be made to benefit from this.
