It's not the Shoreline first responder's responsibility to risk their own safety to clean up after negligent contractors. I would also look at how and if this was permitted by City of Shoreline in the first place.
No such thing as dangerous construction work unless you are breaking, ignoring WA OSHA. The contractor ignored safety rules created to prevent this to make more profit by risking workers safety. They are out of business now.
