If Canada had actually legalized cannabis there couldn’t be a “black market.” We predicted this would happen with overly regulated decriminalization instead of full legalization. And of course it did.
The market decides the price. Outside of a few things ( the military, healthcare ) you should let the people decide the price and vendor.
