The plan must include agreements on emergency roaming, a “mutual assistance” framework and a communication protocol to “better inform the public and authorities during telecommunications emergencies.

“Could weigh on”?! How does Rogers’ purchase of Shaw remotely help Canadians? The only one it helps is Rogers. Canada loves monopolies, like every good socialist country.
