Heritage overlay, new planning controls for controversial Preston Market redevelopment

. But following an independent committee’s report, the state government will introduce height controls and a heritage overlay.

The report comes two months late. Planning Minister Sonya Kilkenny was expected to release the Victorian Planning Authority standing advisory committee report in early January after receiving it in December.
