The £390,000 scheme in Newcastle-under-Lyme was approved by the borough council in the autumn, the authority said.
Deputy leader Stephen Sweeney said the markets played an important role in the daily life of the town. The plans also include the possibility of a digital screen in the lower High Street by a public space where people can congregate to watch big events, the council said.
