Beck Taxi is suing the City of Toronto, claiming it failed to enforce its own bylaw requiring ride-hailing and other paid drivers to undergo training before hitting the streets.

In an application to the Ontario Superior Court of Justice dated Nov. 30, Beck says it’s seeking an injunction compelling the city to enforce the bylaw, and to revoke the municipal licences of drivers who haven’t completed accredited training. The taxi company is also seeking $50,000 in damages, and the costs of its court action.

The majority of the thousands of drivers who would likely be stripped of their licences if the court granted the injunction work for ride-hailing services like Uber and Lyft, which have battered the taxi industry since arriving in the Toronto market a decade ago. Starting next year, all existing for-hire drivers will be required to complete the training as a condition of renewing their licences.over fierce opposition from the taxi industry and others. In the process, council scrapped intensive training requirements that had previously applied to the city’s taxi drivers but which city staff said had become a regulatory burden.
