While Lieutenant General Noel Clement, AFP Chief of Staff, said he has yet to confirm whether there would be a signing of a deal between the two governments during President Duterte’s visit in Russia, he said Russia has already offered their equipment to the armed forces.

“Their [trip] there will be to confirm what we can avail as part of our modernization program,” he added. Among the matters expected to be discussed are the two countries’ cooperation in terms of defense and military. “Maybe [submarine] but I am not sure. They will give us a catalog of their products for our consideration,” he noted.
