An executive of Leighton Holdings tells a corruption hearing he discussed the controversial rezoning of a parcel of land with Matthew Guy when he was the planning minister and that he later arranged a meeting with a group of bureaucrats to discuss the issue.

"It's self-evident you used Mr Woodman as an attack dog so you and your company could remain at arm's length," Mr Tovey said.The inquiry heard Mr Woodman spent $16,500 on mailing flyers for Cr Serey's run for state politics, at the request of Mr Kennessy.

"[Mr Woodman] started greasing the wheels by giving contributions here and there, providing money to various people — because they're contributions that Leightons can't give.""Did you report to anyone at Leightons that this man had gone feral and was ignoring the terms of his contract," Mr Tovey asked.

"I didn't report it because I was in the midst of trying to remove him from the project," Mr Kennessy said. Mr Kennessy also confirmed that he handed out flyers on multiple occasions for Cr Serey after they became friends. "Looking back, [our friendship] must have had something to do with getting her support for C219," Mr Kennessy said.The hearings were also told Mr Shutz said she had met Premier Daniel Andrews on numerous occasions.
